Full color decals are a feature which used to be a regular part of the game, but was hidden away in the infrastructure. To take advantage of it requires some knowledge of the game's file structures. This is known as an "exploit" and is allowed by Valve. The colored objector is every bit as tradable and visible to other players as it is lethal to them!
Additionally I edit these images to your specification! I will work with you until you are happy with the image content and quality!
If you doubt the functionality of these items I can meet you on any server and show off the amazing face of GW Bush as an example. I can also allow you to confirm that any image you were asking for has been created, and is color before trading.
